A longer view of vacation rentals

Palm Springs’ older records add context to the recent neighborhood permit reports. They describe different populations, dates, and geographies, so this research keeps three datasets separate rather than presenting them as one continuous measure.

  • Citywide registrants: the City’s monthly agency and individual registrant series, April 2017–March 2025. These categories describe registration arrangements, not a verified historical breakdown by permit type.
  • Citywide certificates: monthly totals for January 2024–December 2025 from the stakeholder presentations, including vacation rentals, homeshares, and junior rentals.
  • Earlier neighborhood counts: seven recorded periods from 2017–2022. These use the workshop’s “VR Count” measure and older neighborhood definitions. They do not provide historical permit availability or waitlists.

The current neighborhood-density archive begins in November 2022. None of these older datasets fills its missing months. Stocks count registrations or certificates at a point in time; monthly values are never added into an annual total.

Definitions and source revisions

Uses the most complete recovered workbook's updated worksheet throughout. Older workbook versions are retained internally.

  • The workbook does not fully define rental-category coverage across the entire series. Do not treat these counts as the modern neighborhood registered-permit totals.
  • The updated worksheet reports 60 fewer total registrants than earlier versions for every overlapping month from April 2017 through April 2024. The reason is not stated. Agency counts are 51 higher and individual counts are 111 lower in that same comparison.
  • These are monthly observations. The workbook's day-of-month values are not treated as verified observation dates.

The registrant workbook and later certificate presentations differ for some overlapping months. Each series remains separate. Certificate values use the latest recovered presentation for that month; conflicting figures remain documented rather than being averaged.
