What the recovered record establishes

The historical record contains four complete permit workbooks, six captures of the City’s daily active-permit counter, and one expressly dated City statement. The earliest recovered counter, captured December 12, 2016, states 1,179 active permits. The Mayor’s May 4, 2021 letter states 1,454 active permits as of that date, comprising 1,398 coastal and 56 noncoastal permits.

The workbooks and daily counters have no explicit City observation date. Their table rows therefore show the Internet Archive’s capture time in UTC. Sandvue recovered these archived bytes on November 3, 2026; that recovery date does not change the historical capture dates. The archived 2016 counter illustrates the source’s active-permit headline and daily-update wording.

Keep the sources distinct

Registry counts are unique, nonblank permit numbers in each complete archived workbook. The four workbooks contained 1,492 permits in October 2020, 1,662 in March 2022, 1,630 in October 2022 and 1,516 in February 2025, with no duplicate permit numbers. They contain no neighborhood assignments. Present-day GIS assignments have not been attached to historical records, and these citywide totals do not create past monthly neighborhood reports.

On March 2, 2022, the daily counter captured at 22:22:40 UTC stated 1,661, while the registry captured at 22:29:47 UTC contained 1,662 unique permits. The one-permit difference is unresolved. The sources were captured seven minutes apart and may update independently; timing alone does not prove the cause. Both observations remain visible under their own measures and timestamps.

The February 9, 2026 counter was archived at a nonstandard URL ending in encoded line-break characters. Its recovered bytes and archive timestamp were verified, and its content is the City’s complete active-permit counter, stating 1,517. This is historical evidence, not a replacement endpoint for routine refreshes.

A July 23, 2020 Planning Commission staff report also states 1,524 active permits at the time it was written. It does not identify that writing date separately from the meeting date, so the figure is contextual evidence rather than an exact-date row below. Other recovered presentations and regulatory documents do not establish additional compatible citywide observations.

The first complete report with verified neighborhood assignments remains the November 2026 observation. Only future comparable monthly inventories can supply its monthly changes.
