The November observation

This report counts every unique short-term lodging permit in the City’s live permit-holder registry. The selected registry total agrees with the separately captured daily active-permit count and the complete GIS layer behind the City’s active-permit dashboard. Every registry permit has one matching GIS permit, with matching business-license values and an assigned neighborhood.

Neighborhoods use the City’s published assignments. The table shows the permit count in each neighborhood. It does not measure housing-stock saturation: no compatible housing denominator is supplied. Council districts are a separate classification and are not added to the neighborhood totals.

Recovered citywide history provides earlier observations from 2016 onward. Historical neighborhood assignments were not recovered, so those totals do not supply this report’s monthly comparisons.

What active means here

“Active registry” describes inclusion in the City’s active-permit publication. The workbook has no record-level status field. Some included records have expiration dates before this observation; they remain counted and are disclosed below. An expiration date alone does not establish abandonment or removal from the City’s inventory.

The source’s occupant field describes the number of people permitted, not actual occupancy, bookings or revenue. Optional missing floor-area values remain missing and do not affect permit counts.

Capacity and availability

The City’s waitlist page gives a limit of 1,475, while its linked dashboard gives 1,550. Municipal Code section 5.95.042, reviewed November 3, 2026, distinguishes a residential limit of 1,475, a multi-use-area limit of 75, and a citywide limit of 1,550. The waitlist page’s general wording does not explain that distinction.

These limits do not establish available permits. Renewal, reinstatement, transfers and separate waitlists affect issuance. This report selects no capacity observation and makes no availability calculation from the inventory total.

Sandvue observed the live inventory on November 3, 2026 at 16:53:07 UTC. The City supplies no observation date for this feed; this date records our capture. This is a point-in-time observation, not a month-end total.

Baseline snapshot. No comparable immediately preceding monthly observation is loaded, so no month-over-month change is reported.

Permits by registry status

Each permit is counted once. Shares describe the mix in this observation.

Shares are rounded independently and are not applicable to an empty inventory. Descriptions are retained with this dated observation. A declared registry status with no records has a known count of zero.

Separate publisher observation

Published availability by registry status

Availability is unavailable for this report: no separate capacity observation was selected.

Zero means no remaining permits in that dated availability observation. Unlimited and unavailable are distinct states. These figures do not establish availability within a neighborhood.

Permits by neighborhood

Neighborhood names are the City’s published GIS assignments joined to the registry by permit number. These counts describe the distribution of permits, not housing-stock saturation or rental demand. Unmatched permits remain in Unknown / unassigned. Counts are sorted from largest to smallest; horizontal scrolling reveals every registry status on smaller screens.

Unknown / unassigned preserves permits without a usable area. Area labels follow the publisher’s inventory; they are not an independently verified geographic directory. Zero in a registry status column means no records in that cell of the complete inventory; it does not describe availability.

How to read this

Published inventory, with clear limits

Population counted: All unique short-term lodging permits in the City’s complete live permit-holder registry, reconciled with its active-permit GIS layer and daily active count. One permit number counts once; expiration dates do not remove records.

Counts measure the stated inventory, not bookings, occupancy, revenue, or actual rental activity. Missing geographic assignments remain included in totals.

294 expired-looking records are retained in this observation. These records have an expiration date earlier than the observation date. That date alone does not resolve renewal or administrative status.

Availability is an independent publisher observation. These counts establish neither an area cap nor availability for an individual property.
